  The CRIME RATE HAS BEEN GOING DOWN FOR YEARS BEFORE HE BECAME MAYOR
  HIS REDUCTION OF "CRIME" WAS MOSTLY "QUALITY OF LIFE" CRIMES LIKE PISSING IN PUBLIC AND DRINKING COFFEE IN THE SUBWAY.   AND HE GOT RID OF THE HOMELESS PEOPLE AND CLOSED A LOT OF BARS.

  The murder rate in NYC has been ON THE DECLINE SINCE THE 1960's.

  HE DID NOTHING MORE THAN ANYONE ELSE WOULD HAVE
